Project Description:  This project consists of replacement of a four to five-lane curbed, urban corridor with storm sewers within the City of Fort Wayne. The project is needed to provide an improved access corridor and includes replacement of pavement, curbs and gutters, sidewalks, storm sewers, and many utility relocations. The location control route survey and topographic survey was performed by United Consulting on this highly congested project corridor. Project Description:  Design/Build project for the reconstruction and widening of 12.8 miles of I-65 between I-865 and US 52 included:  seven partial interchange reconstructions; pavement widening; added travel lanes; pavement reconstruction; retaining walls; local road improvements; four bridge replacements; seven bridge rehabilitations; CSX Railroad bridge replacement, CSX Railroad track re-alignment; signing; wetland mitigation; and transportation management plan.

This two-phase project involves adding travel lanes to I-65 from the I-865 interchange to US 52 just north of Lebanon. Phase 1 is a Design/Build project that involves adding one travel lane in each direction from I-865 to CR 100 and milling and resurfacing the existing lanes. Phase 2 is a Design/Build project that involves adding one travel lane in each direction and a full reconstruction of the existing pavement.

United Consulting served as managers of the field survey for this project. This included coordination with an aerial survey consultant and two additional ground survey consultants and performing a great deal of the ground supplemental survey, as well as providing ground and aerial control for the entire corridor. When additional pavement elevations were required during design, United Consulting coordinated with the INDOT district and traffic control consultant to collect this vital information overnight on this highly-traveled interstate.

The environmental services required by this project included the completion of a Level 3 Categorical Exclusion.  Major environmental services investigated during the completion of this documentation included cultural resources investigations, noise analysis, phase I and phase II investigations, and a wetland determination and delineation.  The project also resulted in coordination with the Indiana Department of Environmental Management and the US Army Corps of Engineers due to project impacts upon jurisdictional waters.  The project resulted in a Section 401 Water Quality Certification from the Indiana Department of Environmental Management, a Regional General Permit from the US Army Corps of Engineers and three Construction in a Floodway Permits from the Indiana Department of Natural Resources.  The project also required the completion of a Cemetery Development Plan due to construction disturbance within 100.0 feet of a nearby cemetery.

Project Description: 

2010 Project:  The project included various improvements to the 16 MGD Treatment Facility. The existing secondary 105’ diameter primary clarifiers and 120’ diameter clarifiers were evaluated and improvements made to correct hydraulic loading issues, the tertiary filters were rehabilitated and converted to monomedia high-rate filters and a new sodium hypochorite / sodium bisulfite disinfection system with new building was included. The improvements allow for the higher wet weather flow treatment included in the City’s approved CSO Long Term Control Plan also prepared by United Consulting.

Prior ProjectsUnited Consulting members also designed and managed prior projects at this facility over the last 15 years including: Equalization Basin Rehabilitation, Headworks Pumping and Screening Project, Biosolids Dewatering System Improvements, and other miscellaneous process improvements projects.

Project Description:  The project included the complete reconstruction of the system to system interchange at I-80/94 and I-65.  It also included the interchange access to Central Avenue and 35th Avenue.  The interchange configuration included extensive coordination with geotechnical due to soft soils.  The interchange included fly-overs and major Maintenance of Traffic components due the high traffic demands.  The interchange accommodated the highest truck traffic in America during the time of the design.
