Our leadership team represents a combined 195 years of engineering experience, with 177 of those years spent at United Consulting. They are well-known and respected in the industry and their integrity is unwavering. Their vast industry knowledge and expertise is supported by their drive to develop a top-notch team, furthering United’s commitment to excellence.

President

Michael Rowe

In a career that has eclipsed 25 years, Michael has earned the trust of the industry through honesty and insight.  Initially focused on transportation, he worked to innovate interstate and local roadway projects through implementing new concepts design concepts and alternative project procurement. Recently, Michael has represented and advocated for our industry as a whole serving on the ACEC Indiana Board of Directors and Executive Leadership.    

Michael graduated from Purdue University in 1995 and worked in the industry building competency in bridge design, construction inspection, and geotechnical engineering. He is a licensed Professional Engineer in Indiana. He led a design team at United for nearly a decade before being entrusted with the oversight of the Road, Bridge, Environmental, and Survey departments. Michael is the current President at United and works to continue our legacy while intentionally guiding into the future.

  • Design-Builder Project Manager for the first Segment of I-69 from Evansville to Indianapolis
  • Project Manager for the I-80/94 Interchange Modification at I-65
  • Pursuit Manager for the successful I-69 Design-Build Best Value in Hamilton and Madison Counties

Senior Vice President

Steven Jones

Steve started his career at United Consulting in January 1987 after receiving his degree from Purdue University with a Bachelor of Science in Construction Management. Initially, Steve worked in the Construction Engineering Department, managing and inspecting the construction of transportation improvement projects throughout Indiana. 

In the early 1990s, Steve was promoted to Land Acquisition Manager and was responsible for the growth and development of the Land Acquisition department. In 1999, Steve became a Vice President and principal in the firm. Currently, Steve oversees Marketing and Business Development. 

Steve works with our clients to ensure they receive the appropriate funding and service required to complete a project from start to finish. He works with statewide governmental agencies to initiate and identify Public Works Projects that benefit the community. After the project has been identified, Steve helps develop project funding strategies and procurement of funding through varying programs, including local revenue sources, state & Federal grants, and Federal transportation funding. Once the project is funded, Steve provides comprehensive project oversight that includes scheduling, budgeting, contract administration, and client coordination. He has assisted with numerous types of projects including transportation, bridge replacement and rehabilitation, water & wastewater facilities, clean water distribution, and utility relocations.

Chris Pope

With 34 years in the consulting engineering industry, Chris has established himself as a client advocate and problem solver. His experience and drive have led to many successful projects throughout his career. Those successful projects had one thing in common: a singular focus on protecting the clients’ interests. Chris continually leverages his diverse experience and problem-solving abilities to advance our clients’ projects.

Chris graduated from the University of Kentucky in 1991 and started his career that same year. He is a registered professional engineer in Indiana and Kentucky. The first 20 years of his career, Chris focused on bridge design and developed a specialty in complex steel bridges, leading over 100 bridge projects. Under his leadership, he grew the United’s bridge department from a team of 12 to a team of 20. In the last 14 years of Chris’s career, he has transitioned into full-time client advocacy and business development, where he has experienced continued success.

Chris has been involved in every aspect of the consulting engineering industry, from design to leadership. His problem-solving and organizational skills have been demonstrated routinely.  Whether it is a complex design/build project or implementing a corporate accounting system, Chris is ready for the challenge.

Senior Vice President

Keith Bryant

With 37 years of experience in the Consulting Engineering industry, Keith has worked with many communities in Indiana and prides himself with finding the most cost-effective yet functional solutions for the communities that he has had the privilege work with.  Keith enjoys finding solutions for the clients then assisting in all facets of planning, funding, design, permitting, bid and construction to yield long-term successful end-products that serve the community for decades into the future.  
 
Keith graduated from Purdue University in 1989 and began working in the Consulting Engineering industry with Indiana municipalities that year.  He is a registered professional engineer in Indiana, Illinois, and Ohio.  
 
Keith has developed, designed and managed many wastewater collection and treatment plant projects, water distribution and treatment projects and drainage improvements projects over the last three decades.  He began the Water & Wastewater Department at UNITED in 1989 and has helped lead and grow it to be one of the mainstays of United.  In 2008, Keith became a partner and has provided leadership for various areas of the company. He now serves as Engineering Director overseeing the Water & Wastewater Department and the Construction Inspection Department. Keith is also on the Board of Directors at UNITED, assisting in the overall company leadership on a daily basis. Keith welcomes new challenges and assisting clients in solving their problems in a manner that best serves their communities.  
 
Key achievements:
  • Planning, leading and engineering multiple projects over decades for cities and towns in Indiana including the city of Wabash, New Castle, Hartford City, Sullivan, the town of Cicero and many other valued communities..
  • Beginning and growing the Water and Wastewater Department at UNITED.
  • Working with wastewater and water system operators to solve collection system, distribution system and treatment plant problems.
  • Assisting staff with development, in both technical and management skills.

Vice President

Jon Clodfelter

With 33 years of experience in transportation engineering and consulting industry, Jon has established himself as a role model at United, particularly in cultivating strong client relationships and delivering innovative solutions that consistently exceed client expectations. He has dedicated his career to enhancing the technical and managerial skills of the United engineering staff, fostering a culture of trust where commitments are met reliably.

Jon graduated from Purdue University in 1992 and began his professional journey that same year with the Illinois Department of Transportation. He is a registered professional engineer in both Indiana and Kentucky. Throughout his career, Jon has primarily focused on bridge design, successfully leading some of United’s most complex projects, including pioneering the integration of post-tensioning techniques into our design strategies.

Jon served as the head of the Bridge Department for nine years expanding the team from 16 to 25 engineers while ensuring high-quality project delivery. Jon has served United as the Transportation Director for the last three years, fostering a culture of collaboration and client forward thinking with the Road, Bridge, Survey and Environmental departments.  

As a Partner and Vice President at United, Jon serves on the retirement committee, oversees the annual employee review process, and spearheads technical and leadership training. He embraces challenges, whether it involves resolving design and construction issues or identifying leaders and fostering growth within the United family.

  • Bridge Inventory Program: Expanded the program from 12 counties to over 24, significantly enhancing our data management capabilities.
  • Post-Tensioning Implementation: Successfully integrated post-tensioning into United’s design strategies, improving project outcomes.

Vice President

Paul Glotzbach

With over 29 years in the civil engineering consulting industry, Paul has been involved in the planning, design, and construction of many projects throughout the State of Indiana. His experience has resulted in many successful projects with preparation of complete and well-organized construction contract documents and construction administration assistance to protect the interest of his many clients. The success of his project teams has led to repeat business and strong client relationships.

Paul graduated from Purdue University in 1996 with a Bachelor of Science in Civil Engineering and has spent his entire career as a consultant in the State of Indiana. He is a registered professional engineer in Indiana and Kentucky. Paul has led over 50 sanitary sewer, storm sewer, CSO mitigation, wastewater treatment plant, water treatment plant, sewer rehabilitation, and gas relocation projects for over 30 clients. Paul’s career has advanced through positions of Project Engineer, Project Manager, Senior Project Manager, and currently as the Department Manager for the Water/Wastewater Department. All with a client focused approach to successfully completing projects for significant infrastructure improvements, quality of life improvements, and state/federal permit compliance.

Senior Vice President

Chris Miller

Chris has spent his entire professional career at United Consulting, celebrating 30 years of service in 2025. From early on, Chris’s desire to learn and understand the construction of complex projects has allowed him to work on various projects throughout Indiana, expanding his knowledge and making strong client connections along the way.

In 1995, Chris earned his vocational certificate in AutoCAD from the Walker Career Center and was selected as United’s first construction inspection intern. Chris began working full-time as a Construction Manager the following year. His dedication to his work and clients led him to become a Senior Construction Manager. 

While working full-time at United, Chris started his post-secondary education by attending Ivy Tech Community College and Purdue University Indianapolis. While traveling for construction inspection duties, Chris attended classes at eight different college campus locations. By the early 2000s, he had obtained three associate degrees in civil design, architectural design, and site design. Chris earned a Bachelor of Science in Construction Engineering Management Technology from Purdue University in 2016, and an MBA with an emphasis in Engineering Management from the University of Southern Indiana in 2019. 

In 2018, Chris became United’s first Field Operations Manager. In 2020, Chris was tasked with helping leadership develop a dedicated Sales Manager position. Chris continues to lead and develop the Sales Department. As Sales Manager, he is dedicated to the growth and advancement of both United and the clients we serve.

  • Successfully work with various types of project stakeholders, including private, state, and LPA clients

Jeromy Richardson

With over 25 years of experience in the transportation industry, Jeromy has played a pivotal role in delivering high-profile projects. A problem solver at heart, he thrives on tackling complex engineering challenges and finding innovative, cost-effective solutions for clients. His leadership style is rooted in mentorship, ensuring that his teams consistently achieve the highest levels of technical expertise and collaboration. As our Road Department Manager, Jeromy has fostered a culture of strong communication and technical excellence.
 
A proud graduate of Purdue University, Jeromy earned his engineering degree in 1998 and has been dedicated to the transportation field ever since, now licensed in both Indiana and Kentucky. His career began in construction inspection, an experience that provided him with valuable insight into the practical application of design. This foundation has guided his approach to project management, ensuring that every design prioritizes efficiency, constructability, and long-term benefits for clients.
 
For more than a decade, Jeromy led design teams on major transportation projects before transitioning into his current role. A lifelong Hoosier, he has witnessed and embraced the industry’s evolution—from paper-based workflows to electronic deliverables, and from traditional design-bid-build projects to innovative progressive design-build models. Today, Jeromy plays a critical role in overseeing the firm’s most complex and large-scale projects and continues to shape the success of the Road Department.

  • Project Manager for SR 37 corridor improvements at 135th Street, 141st Street, and 146th Street in Hamilton County

  • Project Manager for Operation Indy Commute, a major capacity upgrade along I-69 from I-465 to the 116th Street/SR 37 interchange

Jay Raidens

Jay has 26 years of experience working as an engineer in Indiana, having dedicated 19 of those years to United. Jay started at United as a Project Engineer and over the course of his career, progressed to the Project Team Leader position. Since 2021, he has led United’s Bridge Department, overseeing as many as 20 skilled professionals in the department.
 
Jay graduated from Purdue University in 1999 with a Bachelor of Science in Civil Engineering, and furthered his education with a Masters of Professional Accounting from Indiana University in 2006. He is a registered Professional Engineer in the State of Indiana and holds an INDOT certification as a Bridge Inspection Team Leader, with both his Fracture Critical and Element Level inspection certification.
 
Throughout his career, Jay has worked on some of United’s most complex and challenging projects, including an eleven span, 1,500 foot-long prestressed concrete curved interstate flyover bridge and post-tensioned pier caps cast integrally with curved steel plate girders for the State of Indiana. Jay has led over 50 bridge replacement and rehabilitation projects for both INDOT and his local clients, including being the bridge lead on two large design build projects. Jay has also led bridge inspections in 20 counties throughout Indiana. His leadership, technical expertise, and commitment to excellence continue to make a significant impact on Indiana’s engineering landscape.
